Roy McGrath was a prominent figure in Maryland politics, known for his work as the former top aide to ex-Governor Larry Hogan.

However, his career came to an abrupt end after he was embroiled in a scandal involving a severance package he received from the Maryland Environmental Service.

In March 2023, he became the subject of a manhunt after he failed to show up in federal court for the start of his criminal trial on fraud and embezzlement charges.

On April 3, 2023, he died following a confrontation with the FBI near Knoxville, Tennessee.

In this article, we’ll take a closer look at Roy McGrath, his career, and the circumstances surrounding his death.

Roy McGrath was born on August 9, 1965, in Erie, Pennsylvania.

He grew up in Maryland and attended Towson University, where he earned a bachelor’s degree in business administration. After graduation, he worked as a management consultant for several years before entering public service.

McGrath’s career in public service began when he was appointed Chief Executive Officer (C.E.O) of Maryland Environmental Service in 2016. In this role, he was responsible for overseeing the state’s environmental initiatives and managing its waste and recycling programs.

In 2017, McGrath was appointed “senior advisor to the governor, deputy chief of staff, and liaison to the Maryland Board of Public Works.” He quickly became a trusted advisor to Governor Hogan, and his responsibilities expanded over time.

In May 2020, after the departure of Matthew Clark, McGrath was appointed as Hogan’s chief of staff.

In this role, he was responsible for managing the day-to-day operations of the governor’s office and coordinating the governor’s initiatives and policies.

McGrath’s tenure as chief of staff was short-lived.

In August 2020, he resigned from his position after it was revealed that he had received a large severance package from the Maryland Environmental Service when he left his position as CEO.

The package, which was worth over $200,000, was criticized as excessive and unethical, and McGrath came under fire from lawmakers and the media.
