O’Connell’s father was an agent with the Federal Bureau of Investigation (FBI). He was raised in Carlsbad, California, and graduated from La Costa Canyon High School there. O’Connell earned letters in both basketball and football at La Costa Canyon. He passed for 980 yards and seven touchdowns in football as a junior.

 As a senior, he was chosen for the All-League, All-North County, and All-San Diego teams as well as awarded his team’s Most Valuable Player. He played basketball for two years and was a teammate of Arizona star Chase Budinger. In 2003, O’Connell received his diploma from La Costa Canyon.

O’Connell earned a political science degree from San Diego State University in December 2007. He was a four-year team captain at SDSU, where he started 21 games, which was the sixth-highest among quarterbacks there. His career rushing yards and touchdowns among quarterbacks rank first and second in school history, respectively.

In 2007, he also had the most rushing yards on the team. He finished seventh in completions and ninth in attempts while ranking tenth in passing yardage.

Kevin O’Connell participated in both the 2008 East-West Shrine Game and the 2008 Hula Bowl. He played quarterback for the Kai team in the 2008 Hula Bowl, where he oversaw the offense and was one of the few positives for the Kai team. For 147 yards on 11 of his 21 attempts, he completed the ball that led to the game’s lone touchdown for Kai.

Only University of San Diego quarterback Josh Johnson ran the 40-yard sprint quicker than O’Connell at the 2008 NFL Combine, clocking a timing of 4.61 seconds.

In the third round of the 2008 NFL Draft, the New England Patriots picked O’Connell with the third overall pick (94th overall). 

In the fourth quarter of the Patriots’ 19-14 preseason loss to the New York Giants that year, O’Connell scored on a rushing play. On September 21, 2008, he made his NFL debut against the Miami Dolphins in the fourth quarter, completing three of his first four career passes.

Two days after a preseason game in which starting quarterback Tom Brady sustained an injury, the Patriots released O’Connell on August 30, 2009. O’Connell, who was up against veteran quarterback Andrew Walter, who was signed after being released by the Oakland Raiders, and Michigan State freshman quarterback Brian Hoyer, an undrafted free agent, was released by the Patriots without explanation.

O’Connell was appointed offensive coordinator of the Los Angeles Rams on January 16, 2020. The Rams’ offense in O’Connell’s second season there finished eighth overall in total touchdowns (63), fifth in total yards (4,893), and second in receiving touchdowns (41), and the team won Super Bowl LVI (defeating the Cincinnati Bengals, 23-20)
