Gartner was born in Prague, Czechoslovakia, in 1948, but raised in Chomedey, Laval, Quebec. She attended Loyola College (now Concordia University) in Montreal and graduated with honors.

Gartner began her career as a radio host at CJAD in Montreal in 1970. She began working for the Canadian Broadcasting Corporation as a TV news anchor at CBMT Montreal in 1974. The following year, she relocates to Toronto to work on the show In Good Company with Roger Abbott, Don Ferguson, Nancy White, and Gene DiNovi.
Gartner took over as host of CBC Radio’s This Country in the Morning in 1976, succeeding Judy LaMarsh. She returned to television the following year as a co-host of both the CBC’s local newscast at CBLT in Toronto and the network’s afternoon public affairs program Take 30.
