In 1981, Fran Townsend married a lawyer, John Michael Townsend, in Manhattan. They have two sons, Michael and Isaiah, as of 2006. Her father was an Episcopal priest. His blunt, streetwise style earned him the nickname “The Hurricane” from her co-workers. She graduated from the American University in 1982 with a B.A. in political science and a B.S. in psychology. Her passion for international affairs led her to study international law at the University of San Diego School of Law and attended the British Institute of International and Comparative Legislation.

After college, she got married and began her career as a lawyer. She had been a lawyer and an office manager for seven years before she began her public career. Her parents wanted her to get a degree, so she worked hard to earn it. She earned a B.A. in political science and a B.S. in psychology at the American University in 1980. She later earned a J.D. from the University of San Diego School of Law and studied international and comparative law at the British Institute of International and Comparative Law in 1986.
